Graceful recovery from issues with CVR/BM files after launch of audit #904

If a county misses the upload deadline, or uploads files that are found (after launch of audit by State user) to be incorrect, it would be valuable to allow some kind of recovery in the software. (Is this possible while maintaining the integrity of the audit?

To maintain the integrity of the audit, it is best to check the manifests against the CVRs before launching the audit, when they can still be updated, as noted in #667.
The m_tabulate.csv file described in export_manual, and produced from the rla_export command, can be used after uploads to identify mismatches between the batches in the CVRs and the manifests.
