I triple checked all of my connections (the wires are coming straight out of the back of the generator, no connectors) and the redstone switch is flipped. WAILA and voltmeters both say the generator has maximum stored energy, but they will not output power. After some experimentation I've discovered that if you leave a generator on, then leave the area (presumably out of render distance) the generator breaks. The only way to fix this is to break and replace the generator.
