Participation in FOCUS has dwindled since 1.0 and we would like to increase participation through either new or inactive members.

Objective
Solicit feedback from inactive members and create material(s) to set expectations on levels of engagement within FOCUS development.

Proposed Solution / Approach
Incorporate changes to charge type, charge category (or others?) and an appendix for specific record types to provide a way for macro commitments to be represented as a 'purchase' type record to support longer term / contractual commitment mechanisms
