Registration link is not URLEncoded

I've registered on the public demo instance, i.e. https://hive.biochemistry.gwu.edu/dna.cgi?cmd=login and the email I received has a link, e.g.
https://hive.biochemistry.gwu.edu/dna.cgi?cmd=userV1&[email protected]. Note how the + is not URL encoded, i.e. to %2B.
Accordingly, clicking the link does not work, that is, it yields an alert() saying that the email address was not recognised. With the percent encoded email address, it works better.
