[Ropsten] Error: Provided token network registry contract does not contain code #16

Problem Definition

Raiden fails to launch on Testnet, because the token network registry contract seems to have a problem:
raiden_1 | Error: Provided token network registry 0x04662e916bA46bf84638daF72b067478053B6801 contract does not contain code

After several restarts raiden eventually start though and everything works as expected. Mainnet does not have this problem.
