Details:
When advertising 10.0.0.0/24 to the peer device from exabgp, it does not send an UPDATE even after receiving a ROUTE-REFRESH from the peer device.

I do have not a good testing suite for route-refresh. I need one. It is not a fast task, but it needs doing .. at some point.
