I've tested this multiple times by recreating the process with backups of the game, but when I install the new DLC, everything works perfectly. If I try to either drag the new .exe into IPA.exe or launch HoneySelectVR_64.exe, when the game launches, the performance will be much worse, at least 40 fps. Then, after that, even if I launch the game normally, the fps is permanently low. Going into an install of the game where I've yet to launch your VR mod or run the exe through IPA, fps is perfectly fine. How do you think I can get around this? On the "clean" post-DLC install I have, the official VR viewer works fine but is much less user friendly than yours. Would much prefer if I could get this working

I would have to check myself, but sounds like a DLL problem. (I don't have the DLC)
Does vr.log get spammed with errors? Are you using the IPA that comes with the mod? Maybe try with the latest version / the one that comes with the mod.
