Map Service created using the Military Overlay schema for 2525Bc2 doesn't display text modifiers

Specifically, when using MSE to create a 2525b_c2 schema in an EGDB, populating it with data (including text/labels) and then publishing it as a map service, the text modifiers do not appear. This was repro'd in 10.7.1 and 10.8.1. We have confirmed that this does work as expected when using the 2525c style.

It looks like it's specific to the feature templates. If we remove the feature templates, the text modifiers will display. If we build the feature templates by hand, text modifiers displays as expected.
