Creating feature templates should use same tags

• Add tags field length 512 charcters (string)
• Update feature templates in the MSE that is created when the add-in is enabled
• Update schema for 2525d
• Update schema fro 2525Bc2

Background

Currently if you create a feature template that can be created two ways should show the same tags.

Steps to Reproduce workflow one

1. On the modify tab, select an existing military symbol on the map
2. Click the next button (or select Symbol Tab)
3. Optional: change symbol properties
4. Click Add Favorite
5. On the Favorite Tab, click the Create Template button on the Favorites tab
6. Find the created template on the Pro Create Features Pane

Steps to Reproduce workflow two

1. search for a symbol in MSE
2. select a symbol
3. Add to favorites tab
4. select that symbol for the favorites tab
5. Create feature template

Expected results

Both workflows should have the same tags as the end result
