The Table of Contents lists the layers contained in a map or scene. You can manage the display of layers via the Table of Contents. You control which layers are drawn in the map or scene at any given time using check boxes next to the layer names.

The only way I see of doing it to work similar and not totally re-invent the wheel would be with Telerik TreeView, obviously not something you could do in a toolkit
So far we've considered the TOC treeview experience a desktop centric UX and found it rather unusable on a touch-first device.
If you just need a list of layers with visibility checkboxes you could use a simple repeater with a checkbox and label for visibility and display name.
