Custom Plugin Configurations are not loaded

Describe the bug
the hooks.json file is loaded in

            hooksNode = new ObjectMapper().readTree(getFile());

line 48 in PluginConfigProvider.java

once loaded, the code iterates through the entries but does nothing with the results:

            hooksNode.fields().forEachRemaining(entry -> {
                String pluginName = entry.getKey();


            });
