Update pm-cpu/pm-gpu to new version of cmake cmake/3.30.2

The current version of cmake we are using will be deprecated by NERSC on Jan14th 2025.

cmake/3.24.3:
 This module is deprecated and scheduled for removal at the end of AY24 (Jan 14, 2025). Please move to cmake/3.30.2.

I've made a branch to update cmake, and tested the following:

e3sm_integration intel (with baseline compare)
e3sm_developer gnu
e3sm_developer nvidia
e3sm_gpucxx gnu on pm-cpu
e3sm_scream_v1 gnu on pm-cpu

and all pass.

There is a build error with pm-gpu, that has been resolved, but PR not merged.
