Snowstorm doesn't storm in particular areas marked as outdoor.

Issue Summary:

The snowstorm does not affect /area/icemoon/surface/outdoors/nospawn despite said area being labeled as outdoors. This issue also seems to affect some other areas under /area/icemoon/surface/outdoors/, but not all (generally all non-genturf areas). This is most noticeable on IceBox and the Iceland mining map, as the Storm doesn't go right up to the station / base and instead lingers a bit a ways outside of it where the genturf area begins.
