Document twarc usage with a proxy #580

Since twarc uses python-requests users of twarc can send their requests through an HTTPS proxy by setting HTTPS_PROXY in their environment:

https://docs.python-requests.org/en/latest/user/advanced/?highlight=proxy#proxies

It might be worth adding this to the twarc documentation for users who need to use a proxy.
