Similar to the already existing morse code, just with a different alphabet. See the wiki page for a detailed description.

It's a good idea. There's little people in Japan who can use Wabun code. But I think it cannot encode alphabet. Only the Japanese Katakana charactors, numbers and some marks are allowed here. When Japanese people want to use alphabet, they have to use the standard morse code.
