Similar to how we do tag cleanup, we should have a client-driven tracked triumph cleanup where triumphs that don't exist or that have been completed and turned in get removed from DIM Sync. On the server side we could maybe have a job that cleans up stuff that doesn't exist in the manifest anymore.
