Description of issue:

Another gun that didn't quite pan out the way we hoped.

These can now be made into two separate guns. Let's make a bolas gun that works as a proper replacement for the taser -- bolas' need to take longer to be removed, and should slow people down considerably longer. We can even make it so that the bolas gun can be modified in R&D to electrify the bolas, causing proper harm damage to necros once the crisis activates.

The shotgun should just be made into a normal, proper shotgun that has more kickback and better delimb. The shotgun as it stands doesn't feel like it has much kick to it for what it is.
