Just for a quick reference the location of the settings are found here. "Settings > Site Settings > Privacy > Data Consent Settings". I also have been having an issue getting this to work correctly on an upgrade install. Works fine on a clean install. I'll continue to plug away on this to find out what the issue is on the upgrade, but likely due to something that may have been changed on the site prior to upgrade.
