Close inactive rooms

For inactive rooms (no action is monitored for maybe 10 minutes), we will close the rooms so that we can reclaim any potential empty rooms. The Discord AFK timer will be in action here as well.

And the users in the "Inactive Users Lobby" will get kicked out of that room as soon as they enter as well.
