Fix missing documentation for commands

The /help command is updated from the documentation comment under the command function itself.
However, the https://github.com/Crystalwarrior/KFO-Server/blob/master/docs/commands.md and https://github.com/Crystalwarrior/KFO-Server/blob/master/docs/prefs.md have to be manually maintained.

I was Big Fucking Lazy™ and managed to desync the two so there's missing info on the commands/prefs, however the /help should be up to date and accurate.

The task is to discover missing commands and add them, or discover any differences between /help and the docs and smooth them over. The checklist:
