[Enhancement]: parameterize range ticks

Requirements

We've recently completed a project (pending merge) to parameterize limit ticks. This allows a user to maintain the current execution price in the Limit module when refreshing the page and to create links that initialize the page on a given limit price.

This pattern should be continued into the Range module so the that low and high ticks of a range are parameterized in the same manner. It would also allow a link to initialize the Range module in either Balanced or Concentrated liquidity mode.
