Activate response actions of emergency plan #5

As a user, I want to be able to activate response actions of emergency plan so that responders can take actions to respond to incident event occurred

I should be able to activate response actions from specific or generic emergency plan of administrative boundary
I should be able to send notifications to contain specific actions and its standard operating procedures to responders
I should be able to perform rapid assessment to identify needs and situation of affected area and it people

I should be able to view list of activated actions
I should be able to view progress of activated actions
I should be able to view rapid assessment feedback to aid decision making and organized response
