Identifying and masking low-lying areas, inland lakes

Following #1006, we see that there is a need to correctly represent low lying inland areas (e.g. Death Valley, Dead Sea etc.). This needs to be addressed with either a version of the NCAR landsea.nc masking dataset (5 classifiers available) or by contour identification.
