Similar SYPD between 4 GPUs and 1 GPU for a h_elem 16 job

There is only ~20% increase in SYPD from 1 GPU to 4 GPUs for this job, so we changed it to use 1 GPU. See this build for example. It's 1.08 SYPD with 4 GPU and 0.87 SYPD with 1 GPU. I remember the 4 GPU job had ~1.4 SYPD before but this has changed recently (a few weeks to months).
