Is your feature request related to a problem? Please describe.

As of now, putting up the hood of a clothing item only provides you with warmth to your head, even when, in the case of the more durable cloaks, it would be realistic that the hood would provide armor.

Solution you would like.

When the hood of clothing item is up, it should provide some amount of encumbrance and armor.

Describe alternatives you have considered.

Perhaps giving items with hoods an (A)ctivate option that lets you manually put a hood up or down, changing the coverage accordingly. This would also help with some other niche issues with hoods, like an encumbering item preventing a hood from a more outer clothing item from deploying. (Again, hooded cloaks suffer this issue, being on the Strapped layer).

Re you talking about items that transforms with an action, or garments with a HOOD flag?

My issue is with garments with the HOOD flag. I had floated the idea of using transforming actions as a solution, but it is not involved with my qualms themselves.
