resolve inconsistency between unit standardization in passyunk and ais #83

voter addresses check revealed that many addresses that went unmatched had units. often the unit would be matched in AIS if the unit designator was changed (ex passyunk standardized to APT, AIS accepted #). unit designators for an address should be interchangeable unless that address has non-unique unit numbers with different designators.

example:

the source address is 1740 MARGARET ST # 1FRNT
gets standardized to 1740 MARGARET ST APT 1
which isn't in address summary, but is 1740 MARGARET ST # 1
