Integrate with Tyler EPL (EnerGov)

Since we have adopted EPL for permitting and citations, we need to provide a way for LegalTrack to pull "Code Case" information from EPL.

It used to be that our applications pushed data to LegalTrack. We will not be able to modify EPL to push data. It is commercial software and we don't control the source code. So, we are looking at needing LegalTrack to, instead, pull the data from EPL's database.

This would be a new feature of LegalTrack and changes a little bit of the process staff.
