Custom sorting of staff per department

Different departments want their staff to be sorted abritrarily. The alphabetic sorting makes the person who's name starts with "A" seem to be the most important.

Really the job titles signify the importance; so, we probably want to declare the job title sorting for each department, then list people for each of the job titles.
