Job title codes not being updated

Even after we've got a New World connection again, running the syncJobTitles script does not seem to be resulting in employees being updated as expected.

The script is being run unauthenticated. We'll need to update the sript to run as a user of the system.

Since we want to run this as a CRON sript, we'll need to come up with a configuration way to specify which user to run as. We'll also need to get Ansible to deploy the CRON script and it's configuration.
