Automatically Copy .tpl files on install

1. Add build script to copy the template & php files to the /modules/ directory
2. Add a checker on the admin page to install the files if they are missing
3. Copy them to the current template
4. Keep a copy of them in the directory tree
5. Add a trusted directory to the auto-upgrade script
   1. (it will fail on the first upgrade, however, as the current trusted dirs will be different, so we need to test if the file exists first on the interface)
   2. That will enable linking to the template files if they already exists
