Would it be possible to integrate RoslynPad since it's OpenSource? #1

RolysnPad is a WPF app, but do you think it's feasible to use instead of Qwhale to save the cost?

I doubt that, as the report resigner seems to be WinForms - but you can ensure with DevExpress.
RoslynPad looks great and robust, so if you managed to wrap it, it would be great if you forked my repo to share your solution.

Well, it looks like in Version 16.1, both Win and Web Report Designers support: Intelligent Code Completion.

Guess I’ll wait to see if that meets our needs.
