Shorten voting window for every meritocracy approval #408

Or maybe allow the approver to say whether or not they want to shorten the window with a command. |

A member of the meritocracy could approve that the code is correct and not malicious but the change is still controversial. Then it would be good that the democracy have time for many people to vote. In general a good idea! |

How about this. We keep the base and extended window. But once the required amount of votes is reached, any additional positive vote would reduce the voting window by some function of time. This could also be used for negative votes, quickly closing unpopular topics. |

This could be good for quick bug fixes. For every member of the meritocracy (after the initial vote?) that approves a PR, take away 30 minutes (or maybe 10% of the remaining time).
