Can we turn off the scrolling "NEW SNAPSHOT AVAILABLE!!!"

Is your feature request related to a problem? Please describe.
It's cool that the alert for a new snapshot has been restored, though there isn't a new one currently and it is saying that there is, but that's a separate issue. The issue here is that it's actually pretty obnoxious that it's constantly scrolling and drawing your eyes to the movement. I really don't think the scrolling adds anything to the user experience and actually I think it detracts from it.

I think it would be significantly better if the snapshot alert didn't scroll and was instead stationary.
