modify jobCmd.sh to run kepler in a polling mode

The jobCmd.sh script which runs kepler should run kepler in the background and in a loop periodically check for job completion. While doing this the script should also look for the workflow.status file and if updated it should call cws jar with the file to update the service with changes.
