feat!: Update compiled ECCs to hugr-rs 0.13 (#647)

This fixes the current error when loading eccs.
Ideally it should have been detected by CI. See #646.

BREAKING CHANGE: Updated compiled ECCs to `hugr 0.13`'s serialization
version
