Reorganize Reference Section

The reference section currently serves 2 audiences (buggy neophytes, and buggy teams) but it looks like it only serves the former based on its landing page. The buggy team resources are all under "other resources" (things like rules, the endowment, etc).

We need to make the landing page clearer (probably, something more like /history to direct people where to go next), even if it means pushing the "what is buggy" content to a second page.

In particular, we should pull out the endowment grant information and make it more prominent.
