Create Rmd report from logs

• show current usage split by user
• show historical usage split by user
• current/historical usage by duplication, file age, "score" etc.
• interactive graphic wherever possible

@kopardev this was on the backburner while I was working on getting the spook report drafted, but I can spend some time this week to get a minimal viable product.

Will use quarto if this issue gets resolved: https://www.github.com/rstudio/bslib/issues/834

the next minor release of quarto (1.4) includes dashboards, which may obviate the need for bslib: https://quarto.org/docs/dashboards/components.html
