Describe the bug
If there are two channels with a peer, one of them new and the other one in "waiting-close" state, the rating should still be computed even though the new channel is too new. This works if the older channel is closed (and the new channel was opened before the old channel was closed), but something is off if the old channel is in "waiting-close" state.

Similar issues might exist for pending-force-closing channels.
