Mobile Section Backgrounds

Right now when I use an image for a section background it needs to be like 2000px wide for desktop. However an image that size on mobile isn't necessary and slows down page speed scores. We should consider adding another section background control - mobile background - that replaces the normal section background image on screen sizes until 768px tablet size. We can start with the legacy background control only for IMH if that's easier.

• This control shouldn't exist for sliders.
• Hover boxes are unaffected bc a section shouldn't be a hover box.
• Leave it off tabs bc that sounds like a nightmare, it's more for hero sections.
• Section backgrounds ONLY not every background control.
• It can be a simple color picker / gradient creator for now

In the legacy background control a new option could appear at the bottom of the panel:

It should have a color picker and gradient controls:
