Cloaks only work if everyone in the dimension has one

Very weird and took a long time to figure out but holding 'R' in a dimension with someone else in who doesn't have a cloak equipped but if you go to an empty nether or everyone has a cloak they work fine

Edit: As long as one other person has one on or nobody else is in the world they work

Edit: Discovered that more than 50% of the people on the server need to be wearing cloaks for them to work
