Control resize cosmetic issues

This one is going to be a pain, and I'm sorry about that. Let's go tab by tab:

• Console Tab:
  • Controls inside of the Performance and Quick Actions group boxes do not resize.
  • Quick Actions does not resize at all, resulting in the performance group box completely disappearing and the Quick Actions group box right edge not being visible when the window is resized enough.
• Players Tab:
  • No complaints
• Starter Tab:
  • The group boxes do not adjust vertically
  • Maintainance (Firefox says it's actually spelled Maintenance) group box does not adjust horizontally. I'd look to the output and players group boxes in the console tab as an example.
  • "..." button ends up going through the text box and label next to it.
• Issues Tab:
  • Lookup and Copy buttons do not resize, and end up going through the left edge of the window.
• Tasker Tab:
  • Same complaint as above. Test, Edit, Delete, and New task buttons all end up passing the left edge of the window.
• Plugins Tab:
  • Overall:
    • Once the form is resized to the point where it reaches the installed plugins and avaliable plugins tabs, buttons to scroll left and right in the tabs are not functional unlike the main tab select.
  • Installed plugins Tab:
    • Open folder, Update, Versions, and Remove buttons all pass through the left side of the window because they do not resize.
  • Available plugins Tab:
    • Search plugins text box is the only thing that resizes, causing the Search button and the Browse category combo box to pass through it and the Search Plugins: label.
    • Info and Install buttons also do not resize.
• Editor Tab:
  • Overall:
    • Tab scroll buttons do appear and function, but look different than the main tab scroll buttons.
    • Server Settings Tab does not move when scroll buttons are used.
  • All except for Config Editor:
    • Buttons do not resize
  • Config Editor:
    • Appears to be a little bit blank.
• Backup Tab:
  • Buttons once again do not resize and pass through left edge of form.
• Forwarder Tab:
  • Only Description text box resizes. Everything to the left of it gets passed through and everything to the right passes though it.
• Settings Tab:
  • Overall:
    • Inner group boxes do not adjust vertically.
    • Things inside group boxes do not adjust horizontally.
    • Tree tab selection does not resize.
  • Notifications:
    • Apply button passes through group boxes and does not resize.
  • Various:
    • Create shortcut for custom folder button DOES resize horizontally, however change language combo box does not.

Overall suggestions:

• Set maximum size for form
• Add some scroll bars
