Allow users to specify edg module prefix

eg if submoduling, they should be able to set this to PolymorphicBlocks.edg

This looks like it mainly causes a problem, because of the refdes refinement pass (and subsequent passes) are hardcoded with the edg prefix. It seems like everything else is happy, somehow - possibly because all the IR names are already relative to the HDL server.
