Low priority but

It's rare but when OH is slow, it's often the same few people taking all the tickets while a lot of other people just sit around. It would be nice to have some sort of random-without-replacement assignment for the occasional ticket that pops up so that it becomes more fair to everyone in OH (everyone takes 1 ticket instead of 90% taking 0 and one person taking 10). This is like pulling straws.
