DAO vlAURA vote incentives recycling

Balancer will start earning bribs based on voting with our vlAURA.

These bribs will need to be:

1. sold for USDC (can be done by maxis in msig for now)
2. 30% shall be paid to the treasury
3. 70% should be used to bribe for pools at the same ratio we voted for them the next round (on aura)

Considerations:
The min aura bribed is important globally and may go up soon. We need to think about this/make sure that we are voting for pools that already have enough aura bribs, and if not focus on revenue generating pools.

Timeline:
We need to place the first bribs for this on Jan 5th or 6th. Our first vote will be on the Dec 21 or 22, earning these bribs.

Some notes:

1. Recycled bribes should be denominated in USDC tokens for now
2. Bribs should be distributed in the same ratio as pools were voted for
3. Voter votes on random pools, not on CORE pools
4. Previous votes list should be somewhere in Snapshot API or subgraph

Snapshot vote fetching is done. It can basically fetch previous vote snapshot from Snapshot API and display how we voted before.

What needs to be implemented:

1. Pass in USDC amount to recycle
2. Map votes integer choices to pool names
3. Generate CSV with outputs/JSON for SAFE
