Consider the following sources while debugging the deficit in arbitrum:

1. running the finops report for emissions during 22' dropped the information into this gsheet. Total emissions after the cancellation of in early Dec of the schedules came us 47346.60204 badger for the whole year

2. Top-up done of badger into the tree during 22' via dune: https://dune.com/embeds/1855220/3053890/ccc70a80-085a-4758-820d-de10888cf2c3 and https://dune.com/embeds/1855484/3054196/28560ca0-fbfd-4fac-8f4b-37c26cd7453e. Seems that we topped up 56k during 22'

Random though if there is a deficit, it could be coming from 21' and roll into 22' perhaps
