Describe the Bug with repro steps

Open the Logic App designer.

Add your variables for flow, but try add them to a scope to have everything grouped. you will get an error because initialized variables can't be in Scope

Not being able to do this causes the Logic App flows to look very long and a lot unnecessary scrolling.

What type of Logic App Is this happening in?

Consumption (Portal)
