What this PR does
When creating a PublicIPAddress resource in Azure, you can get an
ReferencedResourceNotProvisioned
error if the address references aPublicIPPrefix
that isn't ready for use.By default this is classified as an error, not a warning, resulting in the resource being permanently blocked.
This PR implements the
ErrorClassifier
extension, turning this condition into a warning so that ASO will retry resource creation; it will succeed once thePublicIPPrefix
is ready.Closes #4054
