Github Action to use Innovation Engine in CI

The current recommended way to run innovation engine requires cloning the repository and performing extra steps e.g. installing dependencies. Perhaps it makes sense to create a GitHub Action to simplify plugging it into the Github workflows.

Also, it seems the current steps in the guide are outdated and need to be revised.
