This makes the scrollbar visible above Bootstrap 3 inputs.

I found it useful to be able to disable horizontal scroll. I had to implement it rather quickly, so I don't know if the way I did it is the cleanest or the best, but it works. If there isn't already a way to do it, please give some thought to adding such a feature to the distribution.
