I've been trying some different formats for the MOB address (ensuring it's base64), but after doing updateProfile, the mobile app still displays "Invalid Recipient: This person has not activated payments".
Is it possible to activate payments solely through signal-cli, or do I need to somehow enable in the mobile app first?
